Ongoing resource-denial permanents that grind opponents to a halt. Winter Orb and Static Orb stop players from untapping their lands and other permanents each turn, Stasis freezes untap steps entirely, Smokestack forces every player to sacrifice permanents round after round, and Tangle Wire taxes untapped permanents by tapping them down. Vorinclex, Voice of Hunger keeps opponents' lands from untapping while ramping you. These are persistent lock pieces rather than one-shot effects: one-time land destruction, instant counterspells, casting-tax creatures, and spell-count limiters denote different roles and stay out of this group.
