Casting Restriction
Static permanents that forbid opponents from casting certain spells outright, not by countering them but by making them unplayable. Drannith Magistrate stops casting from anywhere but hand, Void Winnower locks out even-mana-value spells, Sanctum Prelate names a number to shut off noncreature spells of that mana value, and Gaddock Teeg bars expensive or X-cost noncreature spells. The prohibition is always-on while the permanent stays on the battlefield. Distinct from Rule Of Law, which permits casting but caps the NUMBER of spells per turn; these instead ban entire categories from ever being cast.
