Enter Tapped
Static permanents whose continuous effects make permanents opponents control enter the battlefield tapped, denying them an untapped blocker or mana the turn it arrives. Thalia, Heretic Cathar taps both opponents' creatures and nonbasic lands; Archon of Emeria hits their nonbasic lands; Blind Obedience taps every permanent they control; Authority of the Consuls taps incoming creatures and gains you life. Distinct from Rule Of Law, which caps how many spells each player casts per turn rather than altering how permanents enter, and from Casting Restriction, which flatly bars certain spells from being cast at all. These tempo taxes let the permanent resolve but strip its immediate use.
