Spell Punisher

Static permanents that impose a recurring penalty whenever spells get cast or abilities get activated, taxing the act with damage or life loss rather than stopping it. Eidolon of the Great Revel burns for cheap spells, Spellshock pings on every spell cast, Kambal, Consul of Allocation drains life when opponents cast noncreature spells, and Harsh Mentor punishes non-mana activated abilities. Distinct from Hate Bear, whose static abilities lock opponents out of actions outright, and from spell-count limiters that cap how many spells can be cast; spell_punisher lets the spell resolve but extracts a toll, so the opponent pays in life or damage for proceeding.
