Permanents that turn opponents' drawing and discarding into profit or a tax, exploiting mass card-flow effects. Notion Thief steals the extra draws for yourself, Narset, Parter of Veils caps each opponent to one draw a turn, Smothering Tithe taxes every opponent draw into a Treasure, and Waste Not converts opponent discards into tokens, mana, and cards. Distinct from Wheel, which is the hand-reset effect itself that makes everyone discard and redraw; these cards are the standing engines that cash in on that churn rather than causing it.
