Symmetric or self-targetable effects like Thought Scour, Hedron Crab, and Mesmeric Orb count here when aimed at yourself. Distinct from Opponent Mill, which empties opponents' libraries as a win path, and from Mill Payoff, which rewards a growing graveyard rather than filling one. The boundary is who loses the cards: this set targets you, by choice or design.
