Spell Cost Reducer

Static cost reducers that specifically discount instant and sorcery spells, letting spellslinger decks chain multiple casts per turn. Goblin Electromancer and Baral, Chief of Compliance shave {1} off each instant or sorcery, Jace's Sanctum mirrors the discount on an enchantment, Arcane Melee doubles the reduction symmetrically, and Mizzix of the Izmagnus scales by experience counters. Distinct from spellslinger.spell_payoff, whose triggers reward casting instants and sorceries without lowering their cost, and from spellslinger.magecraft, which fires abilities on cast or copy. Also excludes color- or type-based reducers that happen to discount some instants and sorceries incidentally rather than by spell type. Overlaps with ramp.cost_reducer, the broader grouping for any cost-reduction permanent.
