Permanents whose static abilities reduce the mana cost of casting spells, effectively ramping by making everything cheaper rather than producing extra mana. Goblin Electromancer discounts instants and sorceries; Sapphire Medallion shaves a generic off every blue spell; Urza's Incubator drops creatures of a chosen type by two; Herald's Horn trims one off creatures of a chosen type. Distinct from ramp.mana_rock and ramp.mana_dork, which add mana to your pool, and from ramp.ritual, which produces a one-shot burst.
