Wheel Payoff

Cards that scale with opponents drawing or discarding many cards at once, weaponizing wheel effects and forced-draw spells into one-sided value. Notion Thief steals every extra draw opponents would take, Narset, Parter of Veils caps opponents to one draw per turn so wheels strip their hands without refilling them, Smothering Tithe taxes every opponent draw for Treasure, and Waste Not converts each opponent discard into tokens, mana, or cards. Distinct from discard.opponent_discard, which is the hand-attack spell itself rather than a payoff that triggers off the discard. Also distinct from discard.discard_payoff, which rewards YOUR OWN discards, while this rewards mass opponent draw or discard events.
