Spell Punisher
Static permanents that let opponents cast or activate as normal but inflict damage, life loss, or similar penalties whenever they do. Eidolon of the Great Revel pings for cheap spells, Kambal, Consul of Allocation drains on noncreature spells, Ruric Thar, the Unbowed blasts noncreature casters for 6, and Harsh Mentor punishes activated abilities. Distinct from control.casting_restriction, which outright forbids the cast rather than charging a toll after the fact. Also distinct from control.etb_hate, which targets enter-the-battlefield triggers rather than the act of casting or activating.
